Conference really have their hands full this time. Delegates could not reach a consensus whether mineral
resources, mines, natural gas, oil fields and geological surveys should
be retained in the exclusive list or listed as a concurrent legislative
item.
Also, advocates of state police failed to include police in the
concurrent list as delegates insisted on the centralisation of Police,
insisting that Nigeria is not ripe for state police.
Last week, delegates of the National Conference Committee on Power
Devolution failed to reach agreement on whether to include item 39
(Mines, Mineral Resources, Oil Fields and Natural Resources) in the
federal legislative list or the federal government should share its
legislatives duties in the concurrent list with the states bearing oil
and other mineral resources.
